The New York City Mental Health Service Corps (MHSC) is a key initiative of Thrive NYC: A Mental Health Roadmap for All– a comprehensive public health approach to mental health designed to promote and protect the wellbeing of all New Yorkers. The MHSC fills the too long neglected gaps in mental health and substance use services throughout NYC by creating a corps of approximately 400 mental health clinicians placed in high-need communities. Through best practices and a better design of care, the initiative will increase the diversity of behavioral health clinicians in the workforce and strengthen care where it is needed the most.



MHSC focuses on the recruitment, training, and support of early career social workers and licensed mental health counselors to become fully licensed behavioral health clinicians with a specific focus on incorporating evidence-based practices in primary care and behavioral health settings throughout New York City. Through a structured supervision system and task-shifting model, clinicians are able to obtain advanced licensure through the MHSC and strengthen their own capacity to be able to provide sound behavioral health services in marginalized communities and populations. MHSC is a city-funded program housed under Hunter College, CUNY and the Research Foundation of CUNY.  All MHSC staff are employees of the Research Foundation of CUNY.

 

The part-time psychiatry supervisor is responsible for supporting behavioral health care in primary care clinics using the Collaborative Care model, an evidence-based, treatment-to-target model of care that uses systematic monitoring of symptoms and a stepped care approach to treatment of common conditions such as depression and anxiety. Each clinic has a MHSC Behavioral Health Clinician (one of the early career clinicians mentioned above) placed full-time in the practice. Other members of the collaborative care team include the staff at the clinic as well as an MHSC administrative support personnel and MHSC discipline specific clinical supervisor.

 

Depending on the number of hours worked, the adult psychiatrist may also be involved in other administrative aspects of the MHSC program. The number of hours per week and specific delineation of duties will be discussed during the interview process.

Other Duties

  • Weekly caseload consultation to MHSC Behavioral Health Clinicians (BHC). This consultation occurs on-site at each practice.
  • Track and oversee patient panels and clinical outcomes in collaboration with the BHC - suggest treatment plan adjustments, including medication recommendations and modifications to psychotherapy for patients who are not improving as expected.
  • Communicate with PCPs regarding recommendations for treatment plan.
  • Telephone support to BHC when dealing with crisis situations in patient care (in collaboration with the clinician’s direct clinical supervisor).
  • When allowed by site, direct evaluation with BHC of patients with significant diagnostic or therapeutic challenges who are identified in discussion with the BHC and/or PCP.
  • Support practice in working with and monitoring of patients who need referral for specialty mental health during the period of time needed for patients to transition to appropriate level of care.
  • Maintain records as required by MHSC and the practice sites.
  • Support primary care physician and BHC in developing knowledge about behavioral health conditions and treatment when teaching opportunities arise during individual interactions.
  • Maintain professional cell phone and email accounts for contact during business hours.
  • Coordinate with other psychiatry supervisors for vacation coverage.

 

TYPICAL WORKLOAD:

  • The typical workload of a psychiatry supervisor includes regular (weekly) consultation with an assigned number of MHSC Behavioral Health Clinicians (BHC).
  • Documentation of treatment recommendations in supervision notes (de-identified).
  • Establish method of communicating recommendations to PCPs as applicable for each practice.
  • Time at the clinics may also include consultation directly to PCPs, although these consultations may also be conducted via telemedicine (video or telephone).

 

Optional Duties (varies by number of hours worked as noted above):

  • Develop and/or deliver in-service training to PCPs and other staff at clinics regarding recognition and treatment of behavioral health conditions in primary care.
  • Participate in other practice transformation activities at primary care clinics assigned.
  • Join administrative and organizational meetings at MHSC main offices.
  • Participate in weekly group supervision with BHCs and their clinical supervisors.
  • Engage in formal training activities for BHC’s and MHSC staff more generally.

 

Qualifications

  • NYS Licensed Physician
  • Board-eligible or board-certified in Psychiatry
  • Demonstrated ability to collaborate effectively in a team setting
  • Excellent communication skills
  • Positive, flexible, and solution-focused attitude
  • Ability to quickly synthesize medical and psychiatric data and formulate effective and evidence-based clinical recommendations

 

PREFERRED:              

  • Experience with primary care/collaborative care psychiatry or consultation-liaison psychiatry.
  • History of working with diverse patient populations/history of demonstrated capacity for cultural competence.
