General Description

Reporting to the Associate Director of Software and Web Development and exercising considerable independent judgement, the incumbent, in collaboration with the software development team, evaluates emerging technologies and best practices to formulate a strategic plan for implementing them into the department’s web development efforts and executes on it. The incumbent maintains exemplary standards of personal and professional ethics and stays current in the field of information technology. The incumbent is responsible for the full stack of development for web site and web applications. The incumbent supports the work of other RF units by communicating effectively with other staff, by allocating resources when possible to be of assistance to others, and by participating in team-based projects as needed.

Other Duties

  • Collaborates with business systems team to design software aligned with organizational priorities;
  • Implements production web UI, middleware, and database software on the .NET Framework;
  • Creates and performs unit, integration, and regression tests for critical parts of the software;
  • Supervises the Web UI Designer and developers in implementing web development and maintenance;
  • Maintains software through troubleshooting, logging, statistics and analytics gathering;
  • Develops Web Standard compliant front-end code using HTML(5), CSS(3);
  • Proposes changes to Web Site and related systems and an eye for information architecture and UX;
  • Integrates new and emerging technologies into current development methodologies;
  • Maintains and enhances Web content tools, usability and information architecture;
  • Performs Web Site software upgrades (deployments), configurations and maintenance;
  • Troubleshoots and debugs issues that arise with performance of web-applications;
  • Works closely with the Office of the President and the Department of Communication on Web Site related issues;
  • Performs other duties as assigned.

Qualifications

  • Baccalaureate degree in Computer Science or related field, Master’s degree preferred;
  • Minimum 5 years of experience as a Web Developer, Full Stack Developer, or equivalent;
  • Proficiency with web user interface design, usability and experience with Adobe Photoshop;
  • Proficiency with Web developer tools, such as VS Code, Fiddler, Postman, Chrome developer tools or Firebug;
  • Must have extensive C#, .NET 4.0 experience.
  • Must have extensive T-SQL experience and working experience of SQL Server 2008+
  • Experience with Microsoft full stack: ASP.Net MVC, Razor, Web API, OWIN, IIS, Core Libraries, ADO.Net, Entity Framework, SQL Server; Exposure to Web Forms;
  • Experience working within Visual Studio and Team Foundation Server or other source control tools;
  • Experience with relational database development and stored procedures, functions, relationships etc.;
  • Experience working within an Agile development process (Scrum, Kanban);
  • Experience with SPA frameworks such as AngularJS 1.2x / 2;
  • Understanding of object-oriented analysis/design/practices;
  • Understanding of data structures, algorithms and design patterns;
  • Familiarity with supporting development frameworks and tools such as NUnit, NLog, log4Net, ReSharper, DevExpress, Red Gate. Exposure to IoC containers (StructureMap, AutoFac, Unity etc.);
  • Experience with TFS or any other source version control is a plus.
  • Excellent communication and management skills;
  • Excellent problem solving skills;
  • Ability to interact with various levels of staff.
