General Description

The City University of New York (CUNY) has embarked on a multi-billion dollar and multi-year capital design and construction program at its 25 campuses. The Office of Facilities Planning, Construction, and Management (FPCM) Department of Design, Construction and Management (DDCM) executes capital projects on behalf of the University. As a member of the management team in FPCM, the Director of Engineering Design plays a vital role in successfully implementing this program.

Reporting to the Associate Vice Chancellor, the Director of Engineering Design will:

  • Work with the Campuses, Dormitory Authority of New York State (DASNY), and Design Consultants to ensure the expedited completion of all projects Designs
  • Supervise In-House Engineers to complete Design reviews in a timely fashion
  • Develop plans to advance, expedite, and track project scoping for the entire program
  • Provide technical support for the scope development of proposed projects and the design and construction of projects
  • Plan and implement the design and engineering of funded projects
  • Coordinate Design phasing, scheduling, and execution of construction in concert with college operating conditions
  • Develop and oversee design standards at CUNY, deal with all authorities having jurisdictions, deal with Codes and standards issues
  • Support the troubleshooting of building issues that arise at the different campuses
  • Oversee energy conservation planning and project coordination
  • Lead the Facility Condition Assessments (FCA) efforts and ensure the timely update of the condition assessments database

Other Duties

  • Provide professional expertise and technical assistance to the Vice Chancellor and the Associate Vice Chancellor of FPCM
  • Supervise units within DDCM including Engineering Services
  • Manage and lead a team of professionals including Mechanical, Electrical, Energy, and Architectural Services Specialists
  • Coordinates Energy related projects and associated Construction
  • Provide comprehensive professional services in all disciplines of engineering in coordination with architectural staff for capital construction, facility renovations, and maintenance for the benefit of the CUNY campuses and Central Office
  • Administer engineering and architectural services for CUNY, DASNY, and the New York State Power Authority (NYPA) projects
  • Develop project budgets and ensure that the design meets the assigned budgets
  • Provide technical assistance to college campuses on an as-needed basis and work closely with New York City’s Department of Buildings (DOB), Fire Department (FDNY), Department of Environmental Protection (DEP), and New York State Department of Health (DOH) to ensure that campus facilities comply with New York City laws and codes
  • Direct the design of fire alarm and security projects, retro-commissioning of mechanical and electrical systems, using various contracting mechanisms including Energy Performance Contract, conventional Design-Bid-Build, and Design-Build
  • Manage and resolve CUNY's code violations; Local Law 11 inspections; and elevator and escalator inspections
  • Review Building Department documentation for obtaining Certificates of Occupancy (CO)
  • Serve as the Head of all Quality Assurance/Quality Control for the engineering of capital projects within the institution.
  • Prepare Americans with Disabilities Act (ADA) standards and assist in resolving Office for Civil Rights (OCR) complaints.
  • Seek opportunities for sustainable design, energy efficiency, "green" design and construction methods, and Leadership in Energy and Environmental Design (LEED) Accreditation for both new building construction and significant renovations
  • Develop technical and management reports and evaluate technical reports developed by outside consultants
  • Write technical standards for use in CUNY design and construction projects and update and maintain CUNY's Design Guidelines.
  • Represent DDCM at meetings within CUNY and with other government and quasi-government agencies as needed.

Qualifications

  • A Bachelor’s degree in Mechanical/Electrical Engineering or architecture
  • At least five years of design and construction management experience as a senior project manager, with an understanding of building engineering components and construction
  • At least eight years of professional engineering experience including at least two years at a supervisory or managerial level at an engineering or construction management firm, public agency, or related entity
  • Experience in project management methodologies, planning, cost control, construction economics, cost life cycle analyses, and financial management
  • A valid New York State Professional Engineer’s License or New York State Architecture License
  • Knowledge of related legislation, regulations, New York City and New York State codes and Board policies, procedures, and collective agreements
  • Understanding of Facility Condition Assessment systems

Preferred Qualifications

  • Master’s or Doctorate degree in Mechanical/Electrical Engineering or Architecture.
  • Project Management Professional (PMP) Certification
  • Ability to lead and manage teams and use strategic and tactical judgment to make decisions and handle various situations
  • Strong technical and analytical skills
  • Proven ability to promote equitable practices that value inclusiveness and diversity
  • Computer skills, including email, spreadsheets, databases, project management, and presentation packages
